City Council Members

Kash Gill
Kash Gill

Councilmember Kash Gill was elected to the City Council in November 2006 and in 2012. His highest priority is Public Safety including:

  • Strong staffing for Police and Fire
  • The completion of upgrades to our levees in a timely manner
  • Reducing traffic congestion

Councilmember Gill has been a resident in this great community for 45 years, attending Barry Elementary School, Yuba City High School, and Yuba Community College. He received his degree from California State University at Chico; a graduate of the California Agricultural Leadership Program and the Graduate School of Banking in Boulder, Colorado.

An active member of the community, Councilmember Gill has served as the Chairman of the Board of the Chamber of Commerce, a member of the Yuba-Sutter Economic Development Corporation, Chairman of the Fremont-Rideout Foundation, Vice-chairman of the Sutter County Family Intervention Foundation as well as a member of the Yuba City Rotary Club.

Councilmember Gill has been a farmer for more than 20 years, farming peaches, prunes and walnuts. He is also a businessman, working in Community Banking for 25 years. He is committed to making decisions that will positively impact our region and spur economic growth.

Kash and his wife Neena have been happily married for 24 years and have three beautiful children: Harveen, Rajan, and Preya.

Vice Mayor
John Dukes
Councilmember John Dukes

Councilmember John Dukes was elected in 2008 and re-elected to a second term in 2012. He served as mayor in 2011. Formerly, he served on the Yuba City Planning Commission, the Sutter County Planning Commission, and as the Chairman of the Yuba City General Plan Update.

During his term as mayor, John started the "Business Walk” program to promote government and business cooperation. He was also successful in creating a two-tiered Cal-Pers retirement system to help alleviate high pension pay outs. Under his watch, Yuba City was the first in California to formulate a three-year balanced budget.

John currently serves on several civic boards. Most importantly, through his participation with the Sutter-Buttes Flood Control Agency board, he is diligently working to provide expedient 200-year flood protection for this community.

As an Honorary Commander and the city's liaison to Beale Air Force Base, Councilmember Dukes is actively involved in keeping missions operative, interfacing with congressional leadership, The Pentagon, and Air Combat Command. This helps keep our local economy strong.

John is a financial advisor, specializing in estate planning and teaching creative investment and tax-saving options. He lives in Yuba City with his wife Jeanne.

John Buckland
Councilmember John Miller

John Buckland began working for City of Yuba City as police officer in 1979. He rose to the position of lieutenant before honorably retiring after 31 years of distinguished service. He developed numerous traffic safety programs that have been adopted statewide and is considered an expert in many aspects related to traffic.

Councilmember Buckland recognizes the need for a strong public safety presence in the city. This, coupled with a focus on new business and employment opportunities, will reduce crime and the current unemployment rate. He is a fiscal conservative that will work to maintain a balanced budget through tough economic times.

Councilmember Buckland is active in the community as the trip director of the annual Saint Andrew Presbyterian Church Youth Mexico Mission Trip, a member (past-president) of the Exchange Club, and volunteer coach for youth basketball.

John Buckland, along with his wife Tricia and their children, lives in Yuba City.

Tej Maan
Councilmember Tej Maan

Councilmember Maan was elected to the City Council in November 2006. The three most important issues to him right now are job creation, streamlining the permit process and flood protection.

Councilmember Maan attended Yuba City High School and graduated from the University of California at Davis. He has been employed with Yuba County since 1986 and is the Director of Environmental Health. He is the past chair of the California Conference of Directors of Environmental Health, Region I.

Councilmember Maan is married to Mannu and they have three children: Jason, Arjun, and Umber.

Craig Starkey
Councilmember Craig Starkey

Councilmember Craig Starkey was appointed to City Council in October 2012. Prior to his appointment, Craig served on the Yuba City Planning Commission for 9 years. He participated in many different community planning projects including, the General Plan Update and the design of Downtown Plumas Street. He also participated in the Economic Development Advisory Board, 2011 SACOG funded Urban-Rural Edge Buffer panel, and the Ad-Hoc Advisory Sign Ordinance Committee. Craig is committed to giving back to the community and as a long time Boy Scout he learned “You have the responsibility to use your skills and abilities to leave things better than you found them”.

Craig graduated from Chico State College, taught ski lessons at Squaw Valley, held a couple different sales positions and in 1982 opened a State Farm Agency Business in the Yuba Sutter area. Yuba City is the place for him and being involved in the community is very important to Craig. Over the years his involvement in several community organizations include but not limited to:  The Fremont-Rideout Hospital Foundation along with being a member of the Yuba Sutter Chamber of Commerce, and Rotary.

Craig would like to focus on Yuba City’s Economic Development and future commercial and residential growth for Yuba City.
