Housing Rehabilitation Program
The City of Yuba City Housing Rehabilitation Program provides low-interest loans to qualified homeowners and owner-investors with qualified tenants for the rehabilitation of residential property located in the city limits. Special consideration is given to households on fixed incomes, particularly the elderly and disabled.
Housing Rehab Program Guidelines
Eligibility:
If the home is owner-occupied, the applicant must: occupy the property as their principal residence, have title to the property, and have household income that does not exceed the low-income guidelines established by the U.S. Department of Housing and Urban Development. If the property is not owner-occupied, the owner-investor must: have title to the property, and agree to rent the unit(s) to low-income households for a specified number of years.
Loan Terms:
To the extent that an amortized loan payment will not cause housing costs to exceed 30% of annual income, rehabilitation costs will be financed as a five percent (5%) interest amortized loan for up to thirty (30) years. Owner-Investors will be offered five percent (5%) fixed rate loans amortized for fifteen (15) years. The loan is due upon sale of property, transfer of title or when borrower no longer occupies the home as his/her principal residence.
Eligible Repairs:
Repairs may include roofing, pest control work, plumbing, electrical, flooring, painting, and some types of general property improvements. Energy conservation work like weatherstripping and insulation are encouraged. Improvements such as pools, spas and interior decorating are not eligible.
