Community Development Block Grant Program

The Community Development Block Grant Program (CDBG) is a federal program of grants to local governments, administered by the U.S. Department of Housing and Urban Development (HUD). HUD awards grants to communities, like Yuba City, to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. HUD requires that at least 70% of all CDBG programs monies be expended to benefit low-income persons.

Eligible Projects:

CDBG funds can be used for three general types of projects that assist low-income people: affordable housing, capital improvements, and public service activities.

Program Benefit:

The CDBG Program is primarily designed to benefit low-income people. Even if a project fits one of the eligible categories, it must also pass the low-income benefit test. Most projects qualify if at least 51% of the users will be low-income, as defined by HUD (80% of the area-wide median income). This includes projects located in a neighborhood with a high percentage of low-income people.

Distribution of Funds:

The City of Yuba City received $598,098 for fiscal year 2010-2011. Official allocations for fiscal year 2011-2012 have not yet been released however, based on early indications from HUD; the City is anticipating the 2011-2012 funding allocation to be approximately $511,638. This is a 14% decrease in funding allocations from the previous fiscal year due to federal budget constraints.

CDBG allocations are required by HUD to be distributed as follows: 20% for General Administration costs; 15% for Public Services; and the remaining funds for other eligible activities.

Application Review and Award Process:

A noticed public meeting was held on March 9, 2011, to receive comments regarding community needs, as well as to provide the public with an overview of the CDBG application review and scoring process. The City received fourteen applications totaling $728,033 by the March 16, 2011, submittal deadline. Following the application scoring, staff prepared and released the draft 2011-2012 Action Plan for the required 30-day public comment period that commenced on March 31, 2011. Staff made funding recommendations to the City Council and requested final approval of the 2011-2012 Action Plan on May 3, 2011. CDBG contracts for the 2011-2012 fiscal year will be executed after the July 1st effective date.
