Community Development Block Grant Program

The Community Development Block Grant Program (CDBG) is a federal program of grants to local governments, administered by the U.S. Department of Housing and Urban Development (HUD). HUD awards grants to communities, like Yuba City, to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. HUD requires that at least 70% of all CDBG programs monies be expended to benefit low-income persons.

Eligible Projects:

CDBG funds can be used for three general types of projects that assist low-income people: affordable housing, capital improvements, and public service activities.

Program Benefit:

The CDBG Program is primarily designed to benefit low-income people. Even if a project fits one of the eligible categories, it must also pass the low-income benefit test. Most projects qualify if at least 51% of the users will be low-income, as defined by HUD (80% of the area-wide median income). This includes projects located in a neighborhood with a high percentage of low-income people.

Distribution of Funds:

The City of Yuba City received $546,730 for fiscal year 2008-2009. After subtracting general administration and housing program expenses, the funds are divided so that (up to) 15% goes to Public Service Activities and the remaining goes to Other Eligible Activities.

Application Review and Award Process:

In January staff notifies the public of the annual award amount and specific calendar dates. Applications are submitted in late February and subsequently reviewed and ranked by the Redevelopment Agency Committee (RAC). The RAC establishes its recommendations for the Yuba City City Council, a 30-day public comment and notification period takes place, with final approval occurring in May through City Council action. CDBG contracts are executed after the July 1 effective date.
