The Need for Change
in the Walton Groundwater Area
There are problems in the Walton Groundwater Area that we need to fix:
- Hillcrest water is pumped from wells and contains higher arsenic and nitrate levels than surface water that comes from the Feather River. At times, the arsenic levels in Hillcrest water violate state and federal health standards. Nitrate levels in Regions 2 & 3 have resulted in a well being shut down, which means that demand for water exceeds supply, making water pressure inconsistent.
- Hillcrest water is very “hard,” meaning it contains a high concentration of minerals. It can look discolored; stain sinks, toilets and clothes; create soap scum; and reduce appliance efficiency. It can also have a mineral taste.
Based on comments from many water customers in the HWS area, the City is providing an opportunity to reconsider the proposal. The following information is offered for clarification and to provide a basic understanding of this proposal to convert the HWS to the surface water system.

What happens if the proposed surcharge is rejected?
The City Council has directed staff to investigate a sale or lease of the Hillcrest Water System to a private utility. If this were to happen a private utility would be mandated to upgrade the system to meet current health and safety standards and costs will be determined. Four private companies have provided a written letter of interest to buy or lease the system.
When will the protest hearing be held?
The protest hearing will be held on NOVEMBER 24TH at 4PM at Lincrest School 1400 Phillips Rd., Yuba City.
