The Public Works Department's Utilities Divisions are responsible for the treatment, distribution, and discharge of the City’s drinking water and wastewater systems through the operation of the Water Treatment Plant, Wastewater Treatment Facility, and Laboratory. Our facilities are supported by administration, operations, engineering, maintenance, environmental, and laboratory teams working together to meet the City's utilities needs. Water Shortage Stage 3 (Severe Shortage):
20% Conservation Goal and Mandatory Water Restrictions
California is experiencing a significant shortage of water following another dry winter, which prompted the State to issue Executive Order N-7-22 requiring all urban water suppliers to reach a target of 20% water conservation due to projected water supply shortages. In order to meet the state conservation target and conserve the City's limited water supply as much as is practicable, the City Council elected to enter Stage 3 (Severe Shortage) of the City's Water Shortage Contingency Plan with a designated 20% reduction target, which includes mandatory water use prohibitions. Implementation of mandatory water restrictions begins on May 1, 2022 and the City will begin issuing violations on June 1, 2022. Water restrictions under Stage 3 include:
- Irrigation limited to Mondays and Thursdays for ALL property addresses
- Mornings and evenings recommended to reduce evaporation
- Water waste is a water violation, including:
- Irrigation outside of designated times
- Excessive watering resulting in gutter flooding
- Using a hose without a shutoff nozzle
- Washing down hard surfaces such as sidewalks and driveways
- Using a non-recirculating fountain
- Not repairing leaks in a timely manner

Flush Your Water Lines
The City of Yuba City recommends all businesses and buildings that have been empty or under-used during the COVID-19 shelter-in-place order to flush their water lines following the guidance in the video and guidelines above.
